The FIA issued a 2010 F1 World Championship entry list Monday that includes just 12 rather than the expected 13 teams, with both Toyota and Sauber absent.

A footnote to the list confirms that Toyota remains bound by the Concorde Agreement to enter but has indicated that it does not intend to participate, and that an announcement ‘about this entry will be made in due course.’

It is assumed that the FIA will eventually just replace Toyota with Sauber, although it’s not clear why this process is taking so long. However sources says that FIA President Jean Todt has told Peter Sauber categorically that his team will be in.

The other key revelation is the worst kept secret of recent months, the news that Manor Grand Prix has changed its name to Virgin Racing and its cars will be known as Virgin Cosworths.

The Brawn name still appears on the entry list, although the FIA acknowledges that the team’s intent is to change it to Mercedes Grand Prix.

The list includes all the officially announced drivers, which means there are still single seats available at Mercedes, Renault, Toro Rosso, Campos and Virgin, and two at Lotus and US F1.
